PREAMBLE

This Global Sourcing, Inspection & Authentication Policy (“Policy”) governs all transactions, submissions, and consignments processed through Huiliu-Global’s North American operations and its designated inspection facility, The Vault. This Policy is legally binding upon all sellers, consignors, agents, and authorized representatives (“Seller”) who submit items for listing, authentication, or sale through the Huiliu-Global platform (“Platform”).

By submitting any item to the Platform, the Seller unconditionally agrees to all terms set forth herein. Huiliu-Global reserves the right to amend this Policy at any time, with notice provided via the Platform or registered email.

SECTION 1 — MANDATORY VIDEO PROOF OF DISPATCH

1.1 Requirement

All Sellers are strictly required to produce a continuous, unedited, single-take video recording (“Dispatch Video”) documenting the complete packaging and dispatch process for every item submitted to the Platform.

1.2 Minimum Standards

The Dispatch Video must, without exception, capture the following in a single uninterrupted recording:

• The item in its final authenticated condition, clearly visible prior to packaging
• The item being placed into the shipping packaging
• The complete sealing of the packaging
• The application of the shipping label, including visible tracking number
• The final sealed package in its entirety

1.3 Evidentiary Status

The Dispatch Video shall constitute the sole valid proof of dispatch recognized by Huiliu-Global. No alternative documentation — including but not limited to courier receipts, photographs, or written declarations — shall be accepted as a substitute for or supplement to the Dispatch Video in the event of a dispute.

1.4 Retention & Submission

Sellers must retain the original, uncompressed Dispatch Video for a minimum of 180 days from the date of dispatch and must submit it to Huiliu-Global upon request within 24 hours. Failure to produce a compliant Dispatch Video upon request shall be deemed an admission of non-compliance and may result in immediate account suspension and forfeiture of any pending settlement.

1.5 Non-Compliance

Any submission lacking a compliant Dispatch Video will be subject to dispute resolution solely at Huiliu-Global’s discretion, and the Seller waives all claims arising from such non-compliance.

SECTION 2 — COUNTERFEIT ITEMS: ABANDONED PROPERTY CLASSIFICATION & ENFORCEMENT

2.1 Authentication Process

All items received at The Vault are subject to a multi-stage physical inspection and authentication process conducted by Huiliu-Global’s certified authentication specialists. Authentication determinations are final and binding.

2.2 Counterfeit Classification

In the event that any item submitted to The Vault is determined to be counterfeit, misrepresented, or fraudulently described, the following provisions shall apply immediately and without exception:

2.3 Automatic Abandoned Property Designation

Pursuant to applicable federal anti-fraud statutes and regulations governing commercial fraud, misrepresentation, and consumer protection, any item authenticated as counterfeit shall be automatically and irrevocably classified as “Abandoned Property” upon issuance of the authentication determination. The Seller’s title, ownership rights, and any claim to the item shall be deemed extinguished at the moment of such classification.

2.4 Non-Return Policy

Huiliu-Global expressly and categorically refuses to return any item classified as Abandoned Property to the Seller or any party acting on the Seller’s behalf. This policy exists to prevent the re-entry of fraudulent goods into commerce and to protect the integrity of the Platform, its buyers, and the broader marketplace.

2.5 Disposition of Counterfeit Items

Huiliu-Global reserves the sole and absolute right, at its discretion, to:

• Permanently destroy the counterfeit item; or
• Surrender the item, along with all associated transaction records and Seller identification, to relevant local, state, or federal law enforcement authorities for investigation and prosecution

2.6 Seller Liability

The Seller acknowledges that submission of a counterfeit item may constitute criminal fraud under applicable federal and state law, and that Huiliu-Global’s cooperation with law enforcement does not limit or preclude any civil or criminal liability the Seller may face.

SECTION 3 — RETURN PROCESSING & LOGISTICS FEE FOR NON-COUNTERFEIT COMPLIANCE FAILURES

3.1 Stage 2 Physical Verification

All items that pass initial counterfeit screening proceed to Stage 2 Physical Verification, during which items are assessed against the Seller’s original listing specifications, disclosed condition reports, and applicable grading standards.

3.2 Grounds for Return

Items will be flagged for return under Stage 2 if they exhibit any of the following:

• Material specification mismatch between the submitted item and the Seller’s listing
• Undisclosed damage, wear, or alteration
• Non-counterfeit compliance failures, including but not limited to grading discrepancies, missing components, or inaccurate provenance documentation

3.3 Return Processing Fee

Items flagged under Section 3.2 shall not be released, returned, or transferred until the Seller satisfies the following financial obligations in full:

3.4 Payment Terms

All fees under Section 3.3 must be paid in full within 14 calendar days of the issuance of the Return Notice. Items not claimed and fees not paid within this period shall be subject to storage charges of USD $10.00 per day, accruing from the 15th day. Items unclaimed after 90 days from the Return Notice date may be reclassified as Abandoned Property at Huiliu-Global’s sole discretion.

3.5 No Waiver

Huiliu-Global shall not waive, reduce, or defer any fees under this Section under any circumstances. The Seller’s obligation to pay all applicable fees is unconditional and survives any dispute, claim, or legal proceeding.

SECTION 4 — GENERAL PROVISIONS

4.1 Governing Law

This Policy shall be governed by and construed in accordance with the laws of the State of California, United States of America, without regard to its conflict of law provisions.

4.2 Dispute Resolution

Any dispute arising from or relating to this Policy shall be resolved by binding arbitration administered under the rules of the American Arbitration Association (AAA), with proceedings conducted in Los Angeles, California.

4.3 Severability

If any provision of this Policy is found to be unenforceable or invalid, the remaining provisions shall continue in full force and effect.

4.4 Entire Agreement

This Policy, together with the Huiliu-Global Seller Agreement and Platform Terms of Service, constitutes the entire agreement between the Seller and Huiliu-Global with respect to the subject matter herein and supersedes all prior representations, understandings, or agreements.

4.5 Acknowledgment

By submitting any item to the Platform, the Seller confirms that they have read, understood, and agreed to be bound by this Policy in its entirety.
